Add controls for effect of chill on self

This is mainly for Winterweave, but also useful to tell the difference in speed between chilled ground and a full-power hit-based chill. When it is implemented, defaulting to 10% (as opposed to the current 30%) is probably a good idea since that's what players experience most of the time via the chilled ground and other non-hit-based sources.
