Attack/cast speed and cooldown calculations should obey server-side limits

The server processes in-game logic at the rate of 30 ticks per second. It is, therefore, physically impossible to have attack or cast speed, or a timed effect, or a triggerable effect, or any event at all to happen in excess of 30 times a second. In other words, this is a hard cap.
